The Single Ticketing System is a new traffic enforcement scheme that was approved earlier this year by the Philippine government. The system aims to harmonize existing national and local laws on traffic enforcement and standardize procedures for apprehension, payment of fines, and redemption of vehicle plates and driver’s licenses in Metro Manila. The system’s implementation date is set for May 2, 2023, after a memorandum of agreement and data sharing agreement between the Metropolitan Manila Development Authority (MMDA), local government units (LGUs) of Metro Manila, and the Land Transportation Office (LTO).

The MMDA will provide handheld devices to on-the-ground officers for the Single Ticketing System’s implementation. These devices offer cashless payment options for violators and are also expected to help minimize corruption and eradicate negotiations between motorists and officers. The MMDA will conduct pilot testing of the system with seven LGUs, namely San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan, ahead of its implementation. This will ensure that the next LGUs that will be onboard will roll out their respective systems seamlessly, according to MMDA Acting Chairman Atty. Don Artes.

The Single Ticketing System’s implementation is considered a historic legislation in the Metro Manila Council since it took 28 years before being fully realized. The system’s rollout has received support from former MMDA Chairman Senator Francis Tolentino, who emphasized the importance of integration in enabling different methods to communicate with each other and offer a unified solution. On the LTO’s side, Chief Atty. Jay Art Tugade expressed his support for the system’s rollout through Atty. Noreen San Luis-Lutey. San Juan City Mayor and Metro Manila Council President Francis Zamora likewise thanked his fellow local chief executives for being part of the landmark legislation.

The Single Ticketing System’s most common violations during its dry run last April listed as apprehendable instances in the Metro Manila Traffic Code are driving without a license, reckless driving, disregarding traffic signs and signals, illegal parking, and obstructing traffic. The system’s implementation is expected to bring about a more orderly state of traffic and driving in the Metro by standardizing apprehension procedures, payment of fines, and redemption of vehicle plates and driver’s licenses, among others.
